  Wasn’t that the primal statement of the Bush Doctrine–that the U.S. would interdict into any country that harbored terrorists?

  Your probably correct in the Osama pardon by Bush.
  After all, Bush decided (Because that is what deciders do) That after Osama went to his vacation spot in Pakistan. Bush decided to acknowlege soveriegnty of another country. Even one that profits off of those Al Qaida vactioners in their pakistan tourist mountain attraction.
  Pakistan’s economy depends on this tourist activity.
