    Enigma–when the bullet hits the bone–the failure of the war on drugs is bi-partisan in nature in that it is punitive reactively and not corrective causally–again it is about dealing with the desperate and the hopeless–much like the war on terror
    The answer is holistic in giving desperate people hope
